California Capital Financial Development Corporation was chartered in 1982 to administer the State of California Small Business Loan Guarantee Program (SBLGP), which we still do today.  

From the beginning, we have worked to create a business ecosystem that actively welcomes entrepreneurs from historically under-resourced populations and neighborhoods. We connect entrepreneurs who have little access to traditional banking institutions with the funding to start and grow their businesses, by providing guarantees on bank loans and through direct lending as a Community Development Financial Institution (CDFI).

We have seen first-hand that one-on-one counseling and training for entrepreneurs is the key to building a thriving, inclusive economy. We began operating our Women’s Business Center in 2012; our APEX Accelerator in 2014; and we proudly opened Sacramento Valley SBDC in 2022.

We meet the needs of small business owners by actively listening and finding innovative solutions to the obstacles they’re facing. Thanks to sustaining federal and state grants, our assistance services are offered at low or no cost to clients.
